International Committee of the Red Cross Assists Hamas in Recovery for Bodies of Israeli Hostages in Gaza Strip

A Red Cross official confirmed that its representatives accompanied Hamas officials into zones of Gaza currently controlled by IDF authority to facilitate the search for the bodies of Israeli hostages.

Ceasefire Agreements and Hostage Bodies Return

As part of the US-brokered ceasefire, which began on 10 October, the group is obligated to return the remains of all captives as soon as possible. As a reciprocal measure, the Israeli government has consented to hand over 15 Palestinian bodies for every Israeli body returned.

Hamas has so far returned the bodies of fifteen of those taken hostage but zero in the last five days, as a portion of those remains are thought to be in locations beyond the ceasefire boundary marking the temporary truce line.

ICRC Role as Impartial Facilitator

“Upon the appeal of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a party to the conflict as the party looked for the remains of the deceased individuals past the military-established ‘yellow line’,” said a representative for the committee.

The spokesperson continued: “Those involved to the hostilities established the procedures of the operation and delegated the Red Cross to serve as a neutral intermediary. We was had no part in the discussions.”

She additionally explained: “The ICRC was did not participate in the search for the bodies nor does it engage in the physical recovery of remains.”

International Humanitarian Law and Responsibilities

Under global legal norms, it is the responsibility of the parties involved in a conflict to locate, collect, and retrieve human remains.

American Ultimatum and Regional Search Efforts

Recently, the American leader delivered a two-day ultimatum to the militant group. “They is going to have to begin returning the remains of the hostages who died, including two Americans, promptly, or the other countries involved in this significant truce will take action,” he posted on his online channel.

When the two-day window approached, the group, accompanied by the ICRC, teamed up with Egyptian teams, who were granted permission by Israeli authorities to look for remains past the line indicating the withdrawal of troops inside the territory. An official representative said the delegation would use excavator machines and trucks in the search.

Official Confirmation and Media Coverage

The news was corroborated by an unnamed Israeli official, who told local press that Hamas representatives had been allowed to enter areas of the region under military authority to look for the bodies of captives, together with Egypt’s and Red Cross teams.

“For this purpose, representatives were allowed to pass the yellow line,” the source was cited as saying.

Video published by a media outlet appeared to show individuals of a Hamas unit – part of the organization’s military wing tasked with guarding hostages – escorting a Red Cross vehicle in a coastal area close to Rafah, which is beyond IDF jurisdiction.

Difficulties in Finding Captive Remains

Efforts to locate for the bodies of individuals taken captive has turned into one of the most sensitive issues in the truce reached between the parties. However, the attempt to locate the bodies has been challenging from the beginning, given the existence of an approximate enormous amount of rubble across the territory, where, as per health officials, at least ten thousand Palestinians are listed as missing, trapped under the rubble.

Conflicting Statements on Body Whereabouts

Hamas has claimed it lacks information on the precise locations of all the remains, saying it has been unable to communicate with a number of its units that had been holding the captives and were allegedly killed during military strikes.

In contrast, an Israeli government spokesperson claimed that Hamas was aware of the whereabouts of the remains. “If Hamas made more of an effort, they would be able to recover the remains of our captives,” the official said.

American Position and Weapons Surrender Talks

While the US president has conceded that some of the remains are hard to reach, he said that “others they can hand over now and, for unknown reasons, they are failing to do so.”

“This could be related to the surrender of weapons of Hamas,” he added.

The US administration has said it has obtained assurances from the organization that the group will surrender its arms, though no clear timeline has been established. They remains hesitant to surrender its weapons without solid assurances about the future of its members.
